Where it stalls

The decisions that stall

What must the solution demonstrate?

Without the applicable requirements, the statement of work lists features, not obligations, and the obligations surface after contract.

Is this vendor’s evidence sufficient?

Evaluators score what they understand; the scoring depends on who reads, and the debrief is hard to defend.

Can we sign?

The contract needs evidence that will only exist after signature, so the decision is deferred, and the project with it.

What changes

What Prodago automates here

1

What applies to the acquisition

A questionnaire about the system you are buying identifies the laws, directives and policies that apply, and the requirements the solution and the vendor must meet. For the Government of Canada, that includes the Directive on Automated Decision-Making and the algorithmic impact assessment.

2

The procurement material

The requirements become solicitation content, and each required piece of evidence comes with its template, so vendors know exactly what to submit and in what form.

3

Assessment of what vendors submit

Each submission is assessed against every requirement it serves, with a graded result traceable to the requirement text. Evaluators start from findings, not from a blank scoring grid.

4

The acquisition governance plan

The gates from solicitation to contract to operation, the evidence expected at each one, and who produces, reviews and approves it on your side and on the vendor’s.

5

Obligations after signature

The requirements do not end at contract. The same evidence and validations follow the system into operation, so the vendor’s obligations stay visible.

The requirements, the templates and the validations are pre-built in our playbooks. The solicitation reuses them; it does not reinvent them.

Outcome

What you get

Speed

A solicitation built on existing requirements and templates, and an evaluation that starts from graded findings.

Confidence

Every vendor is assessed against the same requirements, in the same way, with results you can defend at debrief.

Evidence

A complete file for the contract, the audit and the operation of the system, from day one.
